CANSO CALLS FOR REDEFINITION OF EUROCONTROL ROLE

In a Policy Paper published today, CANSO - the Civil Air Navigation Service Organisation which represents the global interests of Air Navigation Service Providers (ANSPs) worldwide - called for a redefinition of Eurocontrol’s role and function.

The recommendations are made in the context of the changes which will be brought about by the implementation of the Single European Sky (SES) and also the important changes in the institutional environment which have been taking place for some time, especially the separation of the regulatory and service provision functions.

The CANSO Paper re-examines Eurocontrol functions and makes specific proposals:

Support to Regulation. Eurocontrol clearly has a vital role to play in assisting the European Commission in its regulatory function. This currently includes the drafting of SES implementing rules, and also the advisory function regarding on-going issues such as economic aspects, safety and efficiency performance, route charges and civil/military matters. Such activity can only be lead by Eurocontrol Member State Governments, and needs to be strengthened with effective, re-defined and mutually agreed stakeholder consultation procedures.

Support to Service Provision. There are central Eurocontrol functions, such as the coordination of ATM Technical Programmes, central route charge collection and central flow management, which are support services to Europe’s ANSPs. CANSO urges that a committee or body of ANSP representatives be established to direct these activities.

Direct Service Provision. Eurocontrol must adapt to the changing institutional environment. With the adoption of SES separation of regulation and service provision has been mandated in all EU nations. This should also apply to Eurocontrol. Present direct service provision functions, i.e. Training, Research & Development and ANS provision activities require organisational separation from the Agency.

CANSO Secretary General – Alexander ter Kuile commented:

“The Status Quo is no option.

EU Member Governments, through the Lisbon Declaration, have made a firm commitment to a competitive and efficient Europe. European ANSPs are totally united in their on-going search for operational efficiencies, and ATM restructure is pivotal.”
