Successful initialisation of new Air Traffic Management System

Naviair has successfully implemented a comprehensive upgrade of the IT-system, which operates the air traffic in Danish airspace as well as departure and approach to and from the airports in Copenhagen, Roskilde and Billund.

The so-called COOPANS Build 1 upgrade was implemented on time and within the fixed budget. The upgrade was implemented in the beginning of April and the system has since operated fully without causing airlines and passengers any inconveniences or delays.

COOPANS Build 1 was initiated in 2006 involving around 150 Naviair employees and at a price of approximately 300m DKK. The system adds to optimisation of the air traffic management securing that Naviair has one of the most state-of-the-art and efficient air traffic management systems in Europe.

Development of Build 1 was established in cooperation with Irish IAA, Swedish LFV and Thales in France. 2006, the partners established the COOPANS-alliance, which frames an intensive cooperation of harmonisation, development, installation and maintenance of ATM-systems in Ireland, Sweden and Denmark. Since then, Austro Control from Austria and Croatia Control from Croatia have joined the alliance.

The cooperation proves huge economic advantages as well as ensures that the partners are in the front concerning meeting the EU’s ambitions of a harmonisation of the air traffic management in Europe. The cooperation also involves the air traffic in the joint Danish-Swedish airspace (DK-SE FAB) having the same air traffic management system.

With the new systems, the alliance estimates an average cost cut of approximately 30 per cent.

However, also because the upgrade proves our strategy of developing Naviair through international cooperation and alliances to be the way forward. The effect of the COOPANS-alliance consolidates the best possible air traffic management. And we are part of harmonising air traffic control in Europe in line with the objective in EU’s Single European Sky program, says Morten Dambæk, CEO Naviair.

From January 2013 Naviair, IAA and LFV have upgraded all five control centres with Build 2. Basically, this means that the control centre systems are identical.

The COOPANS partners are already developing the next system upgrade, Build 2, which is being deployed in the five Danish, Swedish and Irish control centres as well as in the control centres in Austria and Croatia. In this way, seven control centres and five countries will use the COOPANS-system in 2014.
