The NUAC Project

 


With effect from 1 January 2002, the Nordic Air Navigation Service Providers have entered into a formal agreement regarding the scope for a joint provision of air traffic service in the upper airspace above the Nordic countries.
Likewise, on this date, a project organisation was set up for the purpose of looking into the scope for the establishment of a joint organisation authorised to provide air traffic service  in the upper airspace.
 
Background
The background for this initiative is a decision taken along with the meeting of the European Ministers of Transport held in 2000. At this meeting, the Swedish Minister of Transport made public that the Ministers of Transport of the four Nordic countries had agreed on a plan to jointly provide the air traffic service in the upper airspace of the Nordic countries.
 
The directors responsible for the Air Navigation Service Providers in the four countries then started the work with planning an organisation, including a plan for the implementation and financial analysis of setting up the enterprise registered as the Nordic Upper Area Control Centre (NUAC).
The outcome of this work was submitted in a so-called Survey Report comprising a general description of the essential issues like
 The response of the Nordic Air Navigation Services to meet the airlines’ demands for safety and capacity
 The aim of minimising cost involved in the future development of Air Traffic Management Systems (ATMS)
 The aim of improving the interface and inter-operability aspects between Area Control Centre
 The aim of enhancing the flexibility among the Nordic Air Traffic Service units in exploiting the scarce resources (e.g. air traffic controllers)
 The aim of adopting common Nordic operative routines.
 
The Introductory Survey Report
Since then, the directors have discussed the submitted Survey Report and concluded that:
 With effect from 1 January 2002, a Nordic project is to be set up for the purpose of an eventual establishment of a limited company or other approved legal entity assigned to provide air traffic service in a defined airspace above Denmark, Finland, Norway, and Sweden. The project organisation’s terms of reference suggest that the facilities already existing in the new Area Control Centre located in Malmö be used.
 
 The project purpose is to study the options of co-operating closely with the Air Navigation Services in the four Nordic countries in respect of ATM system development.

Tasks and Schedules for the NUAC Project
The first task of the project group is called Phase 1, constituting the Transference Planning (of air traffic control) and is scheduled for completion by the middle of 2002.
The phase consists of a number of milestones ranked in priority, such as
 Definition of the operative relations
 Description of the institutional and organisational relations
 Clarification of operational and technical demands/intentions
 Clarification of human resource relations
 Safety Plan Preparation
 Financial Analysis Preparation
 
The descriptions must be so detailed that they can lay the groundwork for decisions as to whether the project is to be continued, and if so, state the date of resumption.
Phase 2, 3 and 4 concern planning in every detail, operational implementation, and follow-up. The project is scheduled for final completion in 2009.
 
Organisation of the Project
The NUAC project is supervised by a steering committee comprising the directors of the four Nordic Air Navigation Service Providers. Mr Lennart Jönsson, Director of the Swedish Air Navigation Services, is elected chairman of the steering committee. A project group is responsible for the execution of the four phases and reports to the steering committee. Mr Lars Lönberg, Air Traffic Controller (S) is the Project Manager, and Mr Erling Fallesen, Air Traffic Controller (DK) is the Assistant Project Manager.
 
To ensure the interest of the airliners and employees, two reference groups has been formed.  A representation of members of the four countries’ military authorities and airline members of SAS and Finnair acts for the users.
