Adjusted Unit Rates in EUROCONTROL at 1 April 2002
 
In December 2001, EUROCONTROL adopted a freeze of the service unit rate for the en route charges in keeping them at the 2001 level during the first quarter of 2002. In this way, the member states contributed to the rectification of the airline industry to make up the downturn following the events of 11 September 2001 and their aftermath. This decision, however, entailed a collection of outstanding payments to be spread throughout the remaining quarters of 2002.
 
In March 2002, EUROCONTROL estimated that there was no reason for a further freeze of the rate in the second quarter of 2002 as was wished by the airlines.
 
The freeze had resulted in a greater rate increase at 1 April 2002 than having one rate applying to the whole year; take for instance that of Denmark’s which rose to DKK 402.38 (+4.4%) at 1 April 2002 as compared with the unfrozen rate of DKK 398.78 (+3.2%).
 
In the graphic presentation, rates and rises of comparable member states are shown in relation to 2001. The Danish rate increase was less than average, which was an average of 12.7%. With no freeze, the average would have been a rise of 9.5%.
